

Dave graduated from McLane High School in 1969, and began serving in the Armed Services. While serving, Dave earned his Bachelor of Science Degree in Accounting.
After his discharge, Dave began his career at the Internal Revenue Service in 1974. After his time at the IRS, he began working for the County of Fresno. Dave had many roles during his tenure at the County from 1979 to 1995, with his last position as Chief Deputy, Fresno County Auditor-Controller/Treasurer-Tax Collector and Assistant Retirement Administrator.
In 1995, Dave left the County and stepped into a new role as the Director of Finance for Westlands Water District. Dave was promoted to the Assistant General Manager in 2002, and served as the District's Treasurer and Secretary. He was a Director of the Westlands Water District Financing Corporation, as well as the Treasurer and Secretary. Dave represented Westlands at state and local levels, including serving as an alternate on the Board of Directors of the San Luis & Delta-Mendota Water Authority until his retirement in 2009. Retirement didn't keep Dave from an official capacity as historian and consultant for Westland's until his passing.
In 2003, Dave was a founding member of CalTRUST, a public agency investment pool. Dave served as Treasurer and Secretary from 2011 to 2016, and remained an active Trustee since its inception.
Dave was hard working and ambitious, but that did not keep him from enjoying life outside of work. Dave's greatest joy and accomplishment was raising his daughters, who are as driven and ambitious as he was.
In 2001, Dave met his future wife Danelle. Their real love affair started in 2008, when the two got engaged. For the remainder of their time together they were inseparable. They spent their time with family and friends traveling to some of their favorite places, San Francisco, Santa Barbara with their great friends from CalTRUST, and Carmel and Pebble Beach where they would be married in 2011.
Dave was also an avid Harley Davidson rider and some of his greatest memories on the Harley were his rides to Sturgis and Milwaukee with his dear friends.
Dave is survived by his wife Danelle; daughters, Natalie Caples and husband James, Nikki Rothford and husband Chad; and four grandchildren.
A Funeral Service will be held at Stephens & Bean Funeral Chapel on Thursday, April 26, 2018, at 11:00 a.m.
