

He was born in Minsk, Belarus, on October 28, 1974, to Valerii Rogulkin and Valentina Brutskaya. Dmitri was the proud father of two wonderful boys, Nicolas Ceppi Rogulkin, age 15, and Alexander Ceppi Rogulkin, age 13. They were the joy and love of his life. He taught Alexander his love of soccer and worked with him on his skills. He taught Nicolas everything about computers, technology, and photography. Dmitri played professional soccer in Minsk, Belarus, and over his years playing soccer in Fresno, made many friends who were like family. Many have shared that he was a soccer legend.
Dmitri came to the United States in 2001 to pursue his MBA from California State University, Fresno. Following his MBA, he worked at WSE-CTM in Madera. He worked at Fresno State University from 2007 to May 2017, starting as a data research analyst and eventually becoming the Associate Director of Institutional Effectiveness. In October 2011, he attained his U.S. citizenship and went on to earn his Ph.D. from Grand Canyon University in 2017, which was a long-time goal. He left Fresno State in 2017 to become the Executive Director of Research and Institutional Effectiveness at State Center Community College District. Many have shared what a visionary Dmitri was in data analytics and institutional research.
He is survived by his mother, Valentina Rogulkin, of Minsk, Belarus, his two sons, Nicolas Ceppi Rogulkin and Alexander Ceppi Rogulkin of Fresno, and his co-parent and former wife, Carrie Ceppi-Rogulkin, of Fresno.
Family and friends are invited to a Chapel Service performed by Monsignor Patrick McCormick that is scheduled to be held at 10:00 AM, Tuesday, June 25, 2024, at the Whitehurst Sullivan Burns and Blair Funeral Home at 836 E. Nees Ave., Fresno, CA, 93720.
The services will be followed by a Private Family Burial.
Dmitri will always be in our hearts and minds. He was loved and will be missed by so many.
