He was born on October 19, 1947 in Fresno, California. He was the son of Phyllis and Anastacio. He was a cherished brother to Ruben Rodriguez. Ephraim worked for the Tulare County Health and Human Services Agency before his retirement. He was a very giving person and was passionate about photography
He is survived by his brother Ruben Rodriguez
A memorial service will be held on July 11, 2025 at 11 am at Lisle Funeral Home, located at 1605 L Street Fresno, CA 93721 to be followed by a burial at Mountain View Cemetery located at 1411 West Belmont Ave., Fresno, CA
