

Debra was born in Cape Girardeau, Missouri. She was known to her immediate family as Deb, Debra Kay to relatives, Auntie to her nieces and nephew, Mom to her children, and MiMi to her grandchildren, and Debbie to her friends.Debra attended Georgetown University and earned a Bachelor’s Degree in Foreign Service. She later received a Master’s Degree in Industrial Engineering at Virginia Tech.
Debra worked in the Automotive Design Industry and the Aerospace Industry. Debra also taught various Computer Science, courses for Montgomery College, at the Germantown and Rockville Maryland campuses. She was also well known for her database programming skills, database management skills, and computer programming.Debra loved to travel and spent time in the Scandinavian countries, Europe, and Russia. Debra was fluent in Swedish and German.
She was active in many neighborhood events. She loved, and was loved by, her neighbors. She had a special spot in her heart for the neighborhood children and doted on them. Debra had a big heart and was always willing to help those in need. She also loved animals and had a household full of pets. She was an avid reader of mystery books and loved mystery movies.
Debra was preceded in death by her father, Jerry L. Shelton. She is survived by her mother Sally K. (Shelton) Rogers, her loving husband Marshall B. Van Wagner III, son Evgeniy Spencer Van Wagner and daughter Svetlana Kay Van Wagner, granddaughter Lay Kay Phillips, grandsons Ethen Justin Ball, Austin Royal Van Wagner, sister Jeri Ledden (Hank) nieces Katie Leddon, Rebecca Leddon (Nick Gaetjen), and nephew Justin Leddon.
A celebration of life will be held at DeVol Funeral Home, 10 East Deer Park Drive, Gaithersburg, MD on Tuesday, September at 2 pm.
