She was born in Columbia, South Carolina, the oldest daughter of the late Gideon (G. H.) and Pansy Fowler.
Educated in Bethune, SC public schools. Graduated from Bethune High School. Graduated from Winthrop College with a B.S. degree in Commerce.
She was a teacher for 21 years in South Carolina and Florida. Her last job was at SunTrust Bank as an executive secretary for 10 years.
She moved her family to Winter Park, Florida in 1968. Member of First Baptist Church of Winter Park since 1969. On August 3, 1973, she married James Ruggles.
She was preceded in death by James/Jim, husband; Gerald/Gerry Fowler, brother; Frieda Bartlett, sister.
Survived by Catherine Morrill, daughter; Kenneth Chavis, son; Letha Chavis, daughter; Greta Collins, daughter; Ashley Elkins, granddaughter; Candice Collins, granddaughter; Mitchell Collins, grandson; and three great grandchildren.
Arrangements have been entrusted to Woodlawn Funeral Home in Gotha, Florida.
