

Born on September 18, 1948, Harry graduated from Sunset High School in Dallas, Texas, in 1966.
Harry's distinguished career in law enforcement began in 1971 with the Grand Prairie Police Department, where he served as a Patrolman until 1976. He advanced through the ranks as a Detective, Sergeant, Lieutenant, and Captain before being appointed Chief of Police in 1985, a role he held until his retirement in 1997.
Under his innovative and proactive leadership, the department grew significantly, implementing programs such as, a Citizens Police Academy, Police Athletic League (P.A.L.), Drug Free Youth in Texas (D-FY-IT), Citizens on Patrol, to name a few. He oversaw major initiatives including department reorganization, facility expansions, a new public safety computer system, an 800 MHz radio system, and successful grants for traffic enforcement, crime prevention, and specialized units.
Following retirement, Harry joined the National Highway Traffic Safety Administration (NHTSA) as one of the first Regional Law Enforcement Liaisons in 1997, serving for 15 years and later advancing to Regional Program Manager.
Harry is survived by his wife, Brenda Crum; two children, Lavonda Keuper and B.J. Crum; two grandchildren, Kennedy and Connor Keuper; brother, Donald Crum; and many loving family members.
Visitation will be held at Moore Funeral Home, 1219 North Davis Drive, Arlington, TX 76012, on March 24, 2026, from 6:00 pm to 8:00 pm. Funeral Service will be held at Moore, on March 25, 2026, at 10:00 am.
A Committal Service will be held at Bluebonnet Hills Memorial Park, 5725 Colleyville Boulevard, Colleyville, TX 76034, on March 25, 2026, at 12:00 pm.
