Bill was born on April 9, 1936 in Oark, AR to Orville and Candy Margaret (Hoskins) Skaggs.
Bill graduated from Oark High School and attended the College of the Ozarks. He served in the National Guard and retired from Commonwealth Edison. Bill also worked as an auto mechanic for various Service Stations in the area and was always willing to lend his mechanical expertise to help anyone out. There was never a machine that he didn’t like.
Bill was a lover of all knowledge and all who knew him appreciated his hillbilly ingenuity.
Bill is survived by his 10 children Donna Robinson, Debora Losey,
Debbie (Randy) Schilling, Susan (John) Skaggs, Linda (Brian) Harris, Mary Tomei, Sandi (Steve) Froman, Laura (Myk) Justis, Margaret Richter, and William (Kathy) Skaggs. He is also survived by 24 Grandchildren, 35 Great-grandchildren, and 21 Great-great grandchildren, with another on the way.
He is preceded in death by his parents, two brothers, Leslie and Cole, one sister Syble Baker, Bill’s first wife Betty Mae of 8 years, his second wife Barbara of 55 years, their son Michael and grandson Donald.

A visitation will be held on Monday, April 15th, 2024 from 4:00 - 8:00pm at Marsh Funeral Home, 305 North Cemetery Road, Gurnee, Illinois.
A celebration of life will be held in Arkansas at a later date, and Bill will be laid to rest where his roots began. Yeah Oark!!!
