

Mrs. Carrie Kathleen Limo, daughter of the late Mr. and Mrs. Brantley and Charlesetta Cokley, was born June 27, 1980, in Jacksonville, Florida. She entered the arms of Jesus, Wednesday, July 31, 2024. Carrie was a loving, kind, giving, trustworthy, and beautiful person, both inside and out. She touched so many lives and stood strong in her faith and family values. Carrie was a beloved wife, mother, sister, aunt, friend, mentor, and colleague.
Carrie possessed a brilliant mind and had a passion for learning. She graduated from Norfolk State University in 2002 with a degree in Political Science and Public Administration. She later earned a Master of Business Administration from Florida Institute of Technology in 2016. Most recently, she was selected to attend the prestigious Dwight S. Eisenhower School for National Security and Resource Strategy at The National Defense University.
A dedicated and accomplished leader with over twenty-two years of distinguished Civil Service to the Department of Defense, U.S. Air Force, and U.S. Army, Carrie served as a guiding force for everyone she worked with. She was well-regarded as a subject matter expert and go-to person for all things logistics and civilian workforce development.
Throughout her career, Carrie held numerous influential positions. She advised the Assistant Secretary of Defense for Sustainment and Deputy Assistant Secretary of Defense for Product Support on sustainment strategies and plans on acquisition programs valued at more than 2 billion dollars. Her exceptional knowledge and professionalism enabled her to establish enterprise policies and provided guidance for over 160,000 logisticians. She led the development of a two-tier certification for the Life Cycle Logistics career field, reducing classroom training by 100 hours, increasing hands-on learning/experience requirements, and introducing credentials to provide supplemental, tailorable, and cross-functional training. Carrie led the process to bring non-aviation equipment purchased with Afghan Security Forces Funds back to Army stocks after the drawdown in Afghanistan, facilitating disposition of more than $30 million of equipment. In addition, her expertise led strategic, long-range planning and developed associated guidance/policies for the full spectrum of Air Force Logistics programs.
Carrie was deeply committed to mentoring and developing future leaders in the logistics career field. She left an indelible mark on every team she was a part of, fostering a culture of excellence and collaboration.
Carrie’s passion for supporting and uplifting those around her was surpassed only by her devotion to family. She adored the love of her life, Ephantus, husband of 22 years and her beautiful daughters Lauren (18 yrs. old), Hannah (16 yrs. old), and Charlotte (6 yrs. old). To know Carrie is to know her beautiful family. Her love for them was evident in every conversation, as she often spoke of them with pride and joy.
In addition to her late parents, Carrie was preceded in rest by her daughter, Olivia and sister Marcia Cokley of Philadelphia, PA. She is survived by her loving husband, Ephantus Koech Limo of Burke, VA; daughters, Lauren Jeruto, Hannah Jeptoo, and Charlotte Jesang Limo; her sisters, Chelsea Wilkins (Javon) of Hampton, VA, Valerie and Angela Cokley of Philadelphia, PA, and a host of nieces and nephews.
A celebration of life for Carrie will be held Friday, August 9, 2024 at 10:00 AM at Parklawn-Wood Funeral Home & Memorial Park, 2551 North Armistead Ave, Hampton, Virginia 23666. Following the celebration of life will be an interment to follow the service at Parklawn Memorial Park, 2551 North Armistead Ave, Hampton, Virginia 23666. Carrie will be profoundly missed by all who knew and loved her. Her memory will forever be cherished in our hearts. Her legacy will remain and live on through the countless lives she influenced and for all who had the privilege of knowing her.
