

He was born on July 21, 1972 in Sumter, SC to Valerie and Naroger Carter, Sr. He graduated from Palo Verde High School in Tucson, AZ in 1990, and turned his passion for cars and motorcycles into being a self-taught, everybody’s go-to auto mechanic. He was curious and handy, and he could fix all things. As a child of a military serviceman, Naroger lived in and explored South Carolina, North Carolina, Louisiana, Wyoming, Hawaii, and Arizona before settling in Virginia. He was adventurous, had a hilarious dry sense of humor, and he loved the Lord.
Naroger is survived by his parents, Naroger Carter, Sr. and Valerie Carter; sisters, Katrina Bell, Deborah Hyman, and Cheryl Carter; children, Celeste Carter Garcia, and Legend Artis; nephews, Brian Carter, Antoine Carter, Arthur Bell, and Makai Carter; and two great nieces, Alani Carter, and Marigold Carter.
Due to Covid, services will be private but available to be viewed on Parklawn-Wood's Facebook Page on Saturday, February 6th, 2021 at 1:00 p.m. with a viewing to be held an hour prior.
