She was born in Kayford, WV to Charles and Elizabeth Davis on August 16, 1928. She lived there with family and friends, working in the local Post Office, until moving to Newport News, VA in 1960. She subsequently relocated to Gloucester, VA in 1970 and returned to Newport News in 1990. Phoebe was employed in retail sales until she obtained a position as Purchasing Agent at Ft. Eustis in 1970. After 20 more years of government service, she retired in 1990.
Phoebe loved the Lord and attended local churches both in Gloucester and Hampton. For the last 23 years, she was a loyal member of Grace Fellowship Church in Hampton, VA. Phoebe enjoyed being with people and during her early retirement days she involved herself regularly in exercise programs. She participated faithfully in the City of Newport News Active Lifestyles Program designed for seniors. She attended fashion shows, went on trips and was involved in the Yuletide Greetings Programs. She also volunteered in various activities the Parks & Recreations Dept. sponsored. In 2019, she and other seniors were presented an award by Mayor McKinley Price of Newport News for their service to the city. Phoebe was also quite a Bingo enthusiast and thoroughly enjoyed country music, especially when spiritually oriented.
Phoebe was preceded in death by her parents, husband and four brothers. She is survived by her son, Raymond L. Davis of Carrollton, VA; granddaughter, Kerrie D. Smith of Mountain City, TN; great-grandsons, W. Aaron Smith, Jr. of Roanoke Rapids, NC and Nathaniel L. Smith of Lynchburg, VA; and great-great-granddaughters, Payton Erin Smith and Scarlett Raye Smith of Roanoke Rapids, NC. Phoebe will also be remembered in love by her daughter-in-law, Margaret (Peggy) Davis; grandson-in-law, Warren A Smith, Sr; and great-granddaughter-in-law, Halley P Smith. Phoebe was devoted to her progeny of four generations and extended family and she will be truly missed.
The family wishes to sincerely thank the many nurses, aides and assistants who tended to and cared for Phoebe in her last year, particularly all the hospice “angels”. Most especially, the family is extremely grateful for the loyal, faithful friends who dedicated their time in visiting with her and supporting her through her difficult time. She was quite blessed in having your company and sharing your love with her.
