Richard “Dick” Eugene Lugent, Sr. was born in Utica, New York on August 8, 1936. He joined the U.S. Army when he was 19 years old, and he served a distinguished 21-year career, obtaining multiple service medals and recognition for service overseas and in combat. During his first tour in Germany, he traveled to Italy and met his beautiful bride, Carmen Tanca. They married in Italy in 1957, and Dick returned to Germany with his new wife. Over their 66 years of marriage, they raised seven loving children and built an incredible life together.
Dick retired from the U.S. Army in 1976 as Chief Warrant Officer 3, and shortly thereafter, he began his 26-year civil service career with the U.S. Air Force. He also obtained his bachelor’s degree in business administration from St. Leo University. He was an accomplished, driven, and generous man, but above all else, Dick was a loving and devoted husband, father, grandfather, great-grandfather, uncle, mentor, and friend to many.
Dick is survived by his wife, Carmen; seven children: Richard Jr. (Libby), Joseph (Susan), Randall (Lisa), Rose, Mary, Carmen (Paul), and Cindy (Scott); 11 grandchildren: Brendan, Cariana, Amanda, Matthew, Bryce, Hannah, Corinne, Tyler, Renn, Devin, and Joseph; seven great-grandchildren: Rory, Vada, Halen, Wyatt, Caroline, Dean, Everly, and Cade; and his sister-in-law, Clara (Henry), and their daughters, Carla and Lisa.
Dick is the larger-than-life patriarch who created a legacy of a big, loving, loyal, and dedicated family.

The family will receive friends 5:00 PM to 8:00 PM, Friday, February 3, 2023 at Parklawn-Wood Funeral Home, 2551 N. Armistead Ave., Hampton, VA 23666. A funeral service with honors rendered by the U.S. Army Honor Guard will be held 9:00 AM, Saturday, February 4, at the Parklawn Memorial Park Mausoleum Chapel, followed by the entombment.
