She was a devoted member of the First United Methodist Church of Bossier City and made Bossier City her home after her husband’s retirement from the Air Force. She spent many years working for the Bossier City Chamber of Commerce, where she enjoyed being an active part of the community. She later went on to serve as the executive officer of the Home Builders Association of Shreveport-Bossier.
Frances was an accomplished organist and pianist, often filling her home and church with the sounds of classical and gospel music. She had a strong competitive spirit, never one to back down from a game of cards or dominos with family. In retirement, she became a successful competitive bridge player, always eager for her next tournament, no matter how far it took her.
She had a deep love for nature and delighted in watching her bluebirds, purple martins, and hummingbirds. Her passion for gardening was evident in the flowers she nurtured and the fruit trees she carefully grafted—though she often joked that she was merely feeding the opossums.
Frances was preceded in death by her husband, Henry “Hank” Bailey; her parents, Frank and Ruby Neuman; one sister; and three brothers.
She is survived by her two sons, Henry and his wife, Donna, of Fort Worth, and Terry and his wife, Audrey, of Austin; her grandchildren, Garrett, Justin, Josh, Hannah, Michael, and Caroline; and six great-grandchildren.
In lieu of flowers, donations may be made to First United Methodist Church of Bossier City or a charity of the donor’s choice.
Her warmth, strength, and love will be deeply missed but forever cherished in the hearts of those who knew her.
