Norma passed away peacefully at home surrounded by family and close friends on April 27, 2026. Born on October 6, 1934, in Sulphur Springs, Arkansas, she carried with her a steady devotion to family, church, and community throughout a long and meaningful life. Norma was a resident of Shreveport, Louisiana for the past 19 years.
From her early years, Norma’s warmth and consideration for others were evident in the way she engaged with the world around her. She graduated from Watson Chapel High School, where she played basketball and served as a cheerleader.
She later attended Ouachita Baptist University, where she met her husband, Bill. As the wife of an Army officer with 23 years of active-duty service, she supported him throughout his career, including during his overseas deployments in times of war.
Norma was a faithful member of Broadmoor Baptist Church, where her presence reflected a quiet strength and a sincere compassion for those around her. She participated in and sometimes led the Senior Adult Aerobics class and was very active in her Sunday school class. Her devotion to community was expressed through years of delivering with "Meals on Wheels", serving others with consistency and genuine kindness.
She was a member of the PEO charitable organization, which promotes education for women. Beyond her many commitments, Norma found joy in the everyday pleasures that bring people together—reading, playing bridge, traveling, enjoying all kinds of word games, and socializing with her friends. Her grandchildren and great grandchildren were her greatest joy. It was in these moments, her kind-hearted spirit and considerate nature shone through, leaving everyone around her feeling welcomed and valued.
She was preceded in death by her parents, Robert and Elmarie Stephens; husband, Billy Gene Williams, also known by his grandchildren as "Daddy Bill"; and her sister, Bobbie Stephens Sparkman.
She is survived by her son, Dr. Michael R. Williams and wife Debbie of Bossier City; daughter, Dr. Karen P. Bullington and husband Kirk, of Woodstock, GA; grandchildren, Kaitlin Ubeda and husband Joel, Matthew Williams and wife Lauran, Sean Williams, Ashley, Emily, and Wesley Bullington; great grandchildren, Henry, George, Bobby and Francis Ubeda, Anthony, Jayden and Ariyah Williams; niece, Susan Sparkman Bradford and husband Vic; and nephew, Steve Sparkman.
