Born Tuesday, February 11, 1908, he was the son of the late Grover Skaggs and the late Minnie Skaggs. He was the husband of the late Mary Jansen (Skaggs) Jeffery.
He served as an SM3c in the Navy from 1935 until 1941. He was a Veteran of World War II.
A funeral service will be at 10:00 AM on Wednesday at Riverside National Cemetery located at 22495 Van Buren Boulevard Riverside, California 92518. Interment will be in Riverside National Cemetery, Riverside, CA.
