Born in Cartago, Colombia on July 1970, daughter of Georgina Chica de Garcia and the late Jose Omar Garcia. Sandra was raised and educated in Santa Rosa de Cabal, Colombia.
Survived by her beloved husband Gregory A. Bates, loving mother Georgina Chica de Garcia, sister, Maria Elizabeth Garcia Chica and niece Carolina and her husband Newton Ferreira.
