I'm just learning of Herbert's passing almost a year later.  I would always prefer to both Herbert and Marvin as stallions on the basketball court at DSU.  My last memory of both of them was Herbert and Marvin coming to Homecoming just before Marvin passed away. It was a delight seeing them that last time. I will hold their memory in my heart, memories of kindness, skill on the court and just decent human beings. My condolences to the family.

To the Spratley family, I was a friend to the whole Spratley family growing up in the Harbor Homes.  They were special starting with Ms Ella. Marvin was my age and my first friend. Bub Bee was like an older brother. I am so sorry to hear of his passing. May the Lord be with you all.

My sincere condolences to you, Evora, and your entire family in the passing of Herbert.  We shared a couple classes together.  As I recall, he was very studious and serious about his school work.  He had a gentle manner and warm smile which will live on in the hearts and live of those he touched.  May God shower you with His love and strength needed to carry you through this difficult time!

My memories of Bubbee were childhood neighbors next door. He,Marvin Anita,Dwight,Lester and Peggy were close to our family.Mom and Pop Spraghtley were great friends of my parents. They all worked hard to take care of their families. Little did I know years down the road I would end up marrying Bubbee's first cousin Samuel Bates 3rd on June 2,1972 the day after him and Evora,and was married by your uncle Robert Washington. He was always funny,kind and very knowledgeable about any subject and a perfect gentleman all the time. I am so saddened by his passing and my heart goes out to his wife Evora and family and the Spraghtleys as a whole. What a legacy to leave behind. Rest now my dear friend.

my cuz, Bubee, and I had a great childhood together. on my most memorable occasion he and his bro. Marvin had joined a group of guys for a ride on bikes from Newport news to Hampton, Bayshore beach. i was told that the group of riders would be coming up 27th street and i could join the group for the ride. anxiously i awaited. when they reached my house, i eagerly merged into the group. to my dismay only a half block later, i had a blow out on my tires and yelled to the group franticly to stop for help.  needless to say they did not hear my cries as they trekked on to the beach.
the next day my cuz Bub told me of the adventures they had along the way to and from the beach.   wilsonhawkins

Herb and I worked together at Metropolitan Transit Authority of Harris County for many years. He first hired me at the agency and then we became good friends. Rest in peace my friend, we will miss you greatly.

Spratley and I met at DSU (at the time it was called Delaware state college)
We called each other ROOMS!!!!!  He made sure that I met his family in NewPort News Va. I was made to feel at home.  And, as a additional to the family. His brotherly love and sharing time will always be in my memories..

We are profoundly  saddened for the loss of Bubbee.  He was a gentle soul with a caring heart...  "One of a Kind".  He will undoubtedly be missed.  Keeping the family in our prayers 🙏🏽.  Love you

Such a warm, gentle spirit. I can’t remember Herbert without the smile. 

Herb was one of if not the the most caring, kind, mild, gentle, and loyal friends I have had in my life time, and our friendship spanned elementary and high schools, and throughout our adult lives. He and I were basketball teammates from our youth through high school, and he was the glue that held the team together in high school. He also was a very inquisitive person especially in electronics and was affectionally referred to as "Gadget Man" by one of our very close friends. 

Herb will be significantly missed by his family, relatives, close friends, and former basketball teammates who will always remember his infectious smile. He will remain in my thoughts forever.
