He was born in St. Louis, Missouri to James H. Garrett Sr. and Ina Mae Johnson. He served his country during the Korean War and was an honored recipient of the Purple Heart and Bronze Star.
James is predeceased by his wife of 52 years, Agnes Garrett. He is survived by daughter, Susan Spets (James Spets); daughter, Lisa Phipps (David Phipps); daughter, Stefanie Garrett; and son, James C.P. Garrett . He is also survived by grandchildren, Trevor Spets, Madeline Spets, Matthew Phipps, Kathryn Phipps, Samuel Phipps, and Ashleigh Garrett.
A memorial service is to be conducted at eleven o'clock in the morning, on Wednesday, the 3rd of August in the Jasek Chapel of Geo. H. Lewis & Sons, 1010 Bering Drive in Houston, with a reception to follow.
