

He was born the 24th of December 1927, in Houston, Texas the son of Raymond Victor Loftin and Helen Viola Jones Loftin. A graduate of Lamar High School, he received a B.A. from Rice University (then Rice Institute) in 1948, and an LLB from The University of Texas Law School in 1951. At Texas, he was a member of Phi Delta Phi Honorary legal fraternity and Kappa Alpha Order social fraternity. He served in the United States Army from 1952 to 1954, serving primarily at Panmunjum, Korea.
He was a briefing attorney with the Texas Supreme Court in the years 1957-58, serving Justices Walker, Norvel and Greenhill, following which he was for three years an assistant Attorney General of Texas under Will Wilson, in the Insurance and Corporate Securities Section. Leaving the Attorney General's office, he joined the Legal Department of what was then Transcontinental Gas Pipeline Corporation. At his retirement on April 1, 1990, he was Executive Vice President and General Counsel of Transco Gas Company and Assistant General Counsel and Vice President of Transco Energy Company. His primary responsibilities were the staffing and training of the Legal Department and representing the company in regulatory matters relating to the Federal Energy Regulatory Commission. He was very active in industry legal matters relating to the natural gas industry, representing Transco on the Legal Committee of the Independent Natural Gas Association of American, serving as Chairman, and on the Legal and Policy and Regulatory Affairs Committees of the American Gas Association. He was formerly a member of the Houston, Texas and Federal Energy Bar Associations.
At the time of his death, he was a member of St. James Episcopal Church, La Grange where he was a lay reader, and was formerly a member of the vestry and had served as senior warden of the parish. He was a former member of Palmer Memorial Episcopal Church where he was also a member of the vestry. He was a member of Frisch Auf Country Club, La Grange; a former member of the Board of Directors of the Fayette County Humane Society; the Galveston Historical Association and a member of the board of the Fayette County Foundation.
He is survived by his former wife, Martha McBride Loftin; daughter, Helen Louise Clark and husband Scott Clark of Austin; son, Stephen McBride Loftin and wife Sarah Steig Loftin of Houston; grandchildren, Lucas Brents “Luke” Loftin, Stephen McBride “Mac” Loftin, Jr., of Houston and Martha Ruby Clark and David William Clark, II of Austin; and his cousin, Mrs. Charles Shiver of Clear Lake Shores, Colorado.
Friends are cordially invited to a visitation with the family from two until five o’clock in the afternoon on Sunday, the 29th of January, in the Library and Grand Foyer of Geo. H. Lewis & Sons, 1010 Bering Drive in Houston
The memorial service is to be conducted at eleven o’clock in the morning on Monday, the 30th of January, in the Chapel of The Church of St. John the Divine, 2450 River Oaks Boulevard in Houston, where the Rev. Dr. Douglas Richnow, Senior Associate Rector, and the Rev. Daryl Hay, Rector of St. James Episcopal Church in LaGrange, are to officiate. Immediately following, all are invited to greet the family during a reception in Sumners Hall.
Prior to the service, the family will have gathered for a private interment at Glenwood Cemetery in Houston.
Serving as honorary pallbearers during Monday’s services are Trey Wilson, Marvin Eickenroht, Dr. Barry Wood, Fred Werkenthin, Jeff Geeslin, Scott Clark, and Mike Allen.
