

Frank accepted the Lord early in his life, embracing his faith with steadfast devotion.
He received his formal education through the Indianapolis Public Schools system, graduating from Attucks High School with the Class of 1955. He then pursued two years of higher education before beginning his long and dedicated career with the United States Postal Service in 1957.
Throughout his career with the USPS, Frank served in many important capacities. He was a union steward, health benefits representative, Quality of Work Life facilitator, and was elected to three terms as president of the National Association of Letter Carriers (NALC) Branch #39. Frank retired in 1992 after 35 years of committed service.
In 2015, Frank was honored with the title of President Emeritus of NALC Branch #39. Despite health challenges, he continued to offer limited support and guidance to the organization.
Frank touched many lives and was instrumental in saving numerous jobs for his fellow postal workers. He was passionate about travel and dance and was a devoted sports fan. Frank especially loved bowling, where he competed professionally, earning many awards and trophies throughout his career.
Frank departed this life on February 3, 2026. He was preceded in death by his parents, Manuel and Ruth Wilkins, and his brother, Roger Wilkins.
He leaves to cherish his memory his beloved wife of 53 years, Angela Wilkins; six children: Rodney Dunlap (Shay), Sabrina Gilbert, Monica Southern (Larry), Darren Madden, Dr. Sharilyn Franklin (Clifford), and Chantelle Wilkins; eight grandchildren; seven great-grandchildren; three great-great-grandchildren; and a host of nieces, nephews, cousins, and many dear friends.
Frank E. Wilkins will be remembered fondly for his dedication, faith, and love for family and community.
