

Phyllis Ann Meadows (nae Carter) was born on January 6, 1943, in Indianapolis, Indiana to Cyril Carter Sr., and Lurene Carter (nae Cooksey). Phyllis had 5 siblings; Correne Hawkins, Malinda Harper, Cyril Carter Jr., (preceded in death), Vada Lyles-Carter, and James Sarver (preceded in death).
Phyllis started working as young girl, 12 yrs. old taking in laundry to help support her family. She had one son, James E. Sims Sr., (preceded in death) and was married to Elsworth Dewey Sims. She later divorced and married Samuel Meadows (preceded in death), whom she spent the next 45 years with.
Phyllis was very social and active in her neighborhood. She became part of the Masterpiece Ladies, an organization of socialites who tirelessly worked to raise funds to support the less fortunate in the community and every year they would adopt families to gift during Christmas season and back to school give-a-ways. Phyllis loved cooking and she often cooked for her large, ever-growing family.
Phyllis passed on March 31, 2020 at the age of 78 years, 86 days old. She was preceded in death by both parents , two brothers; Cyril Carter Jr., and James Sarver, her only James Sims Sr., two grandsons Duron Bell Jr., and De'juan Burruss Sr., and the love of her life, husband Samuel Meadows. She leaves to cherish her memory, granddaughter, LaDonna Sims (Terry), grandsons; James E. Sims Jr., and Ethan Sims, sisters; Correne Hawkins, Malinda Harper, and Vada Lyles-Carter, daughter-in-law, Priscilla Sims, grandchildren in love; Michael Coe, Lamont Martin, Catrina Turtentine, Shanee Turentine, Gordon Turetine, Jamila Cowherd, and Zalika Cowherd, one very special companion Larry Polk, and a host of great-grandchildren, great-great grandchildren, nieces, nephews, cousins, and special friends.
