

After serving honorably in the US Army and US Army Reserve, he established a lifelong career with the Florida East Coast Railroad. After working for 35 years, Carl retired in 1995, so that he could enjoy fishing, FSU football, and spending time with his family and grandkids.
Carl was preceded in death by his parents, Med and Tressie “Lovell” Phillips; brother, Grover Curt Phillips; father-in-law and mother-in-law, Arvil and Nannie “Smith” May; brother-in-law and sister-in-law, Taze and Loreen Hagy, Joe and Ima Clusky, Dariel and MaryJane Smith, Dorse Smith, Bobby and Katie Turner; and special nephew, Joseph M. Clusky.
Those left to cherish his memory and mourn his passing include his loving wife of 63 years, JoAnn S. Phillips; daughter, Cheri (David) Barkley of Longs, SC; son, Carl (Sharron) Phillips; two special grandchildren, Daniel Edmund and Carlye Gail Phillips of Jacksonville, FL; brother-in-law and sister-in-law, Orville Buddy and Anna Lou May, Bonnie Smith; special friends, Mike and Ann Haim; in addition to a host of nieces, nephews, and friends.
Visitation for Carl will be held on Monday, March 24, 2025, from 6:00 – 8:00 pm at Hardage-Giddens Mandarin Chapel, 11801 San Jose Blvd. He will be laid to rest on Tuesday, March 25, 2025, at Jacksonville National Cemetery at 11:30 am with military honors.
In lieu of flowers, donations can be made to St. Jude Children’s Research Hospital or Shriner’s Children’s Hospital.
