

He served in the Air Force and retired as a Lieutenant Commander from the Coast Guard Reserves. He followed his military service with a 30 year career in law enforcement including positions as Asst. Chief in Albuquerque, NM, Chief of Police in Winston Salem, NC, and Chief of Police in Lexington, NC.
Lu was preceded in death by: his father, Lucius Powell, his mother, Lucille Powell, and brothers Arnold Powell and Gene Powell. Left to cherish his memory are: his loving wife of 47 years, Janie Powell, his sister Francis Powell, his daughter Jeanie Powell, his daughter and son in law Kim and Tom Kupec, his daughter and son in law Michele and Brian Thomas, his grandchildren Andy Papich and his wife Katie, Caroline Shelton and her husband Tanner, Bradley Thomas and his wife Kori, Chad Kupec, and Lauren Papich, his great granddaughter Reagan Dillon, and a host of uncles, aunts, cousins, nieces, nephews, and many great friends.
A military graveside service will be held at Jacksonville National Cemetery at 2:30 pm on June 21, 2021. The family will receive friends afterwards at the Powell home at 793 Benton Harbor Drive E, Jacksonville, Fl 32225.
