

Judith (Judy) L. (Victor) Moore-Nichols of Kansas City, Missouri passed away Thursday, June 8, 2023 at Brookdale Nursing Center in Overland Park, Kansas. She was born October 23, 1945 in Bartlesville, Oklahoma to Frederick S. Victor and Nancy L. (Rhoades) Victor.
Judy “Granny” grew up in Edina, Minnesota before moving with her family to Dallas, Texas. She studied at the University of North Texas and McPherson College for her undergraduate degree and furthered her education at the University of Kansas where she received her Masters of Public Administration. Judy was the first female in Kansas City, Missouri to hold an administrative job title working for the Department of Transportation. She worked for the KC Department of Health from October of 1960 to January of 2011, where she was recognized for outstanding coordination of services for persons with AIDS. She finished her career as the Program Manager for the Division of Maternal, Child and Family Health. She was a member of the Overland Park Methodist church, The Church of the Resurrection. Judy and her husband, Charlie, volunteered with food pantries and special needs programs to give back to the KC community. Judy and Charlie were avid line dancers for over 30 years. She loved her pet Schnauzers: Lucy, Snoopy, Reggae, Purple, and Oreo. She enjoyed sailing, swimming, and most of all her family, to which she was primarily known as, “Granny Judy”. Granny Judy was loved by her family and friends and will be greatly treasured and missed.
She is preceded in death by her parents of Bella Vista, Arkansas and two brothers, Grant Victor of Dallas, Texas and David Victor of Athens, Georgia; her grandmother, Granny Rhoades of Bartlesville, Oklahoma; her parents-in-law Marvin Nichols and Virginia Nichols of Normal, Illinois.
She is survived by her husband, Charles “Charlie” Nichols of Kansas City, Missouri; her sons David Scott Moore and wife Jann Stevens-Moore of Kansas City, Missouri, Vance Nichols of Topeka, Kansas, Jay Nichols and wife Jenny Nichols of Topeka, Kansas; her grandchildren Zoë Mae Moore and Maxwell Moore of Kansas City, Missouri, Benjamin “Ben” Nichols, Samuel “Sam” Nichols, Levi Nichols, and Julius Nichols of Topeka, Kansas; her brother-in-law, James “Jimmy” Nichols and wife Andi Nichols of Sydney, Nebraska; and sister-in-law Janine Rose and husband Dave Rose of Silverton, Oregon; dear and lifelong friends, Steve Ruprecht and wife Hope Ruprecht of Kansas City, Missouri.
The Visitation will be held at McGilley State Line Chapel on Friday, June 16 from 5-7 pm. We ask attendees to dress colorfully in honor of Judy’s love for summer. The funeral services will be kept private to the family.
