

Charles graduated from Trimble High School before earning his degree from the University of Tennessee. He proudly served in the US Army Corps of Engineers. After his service, he returned to Knoxville where he worked as a civil engineer at the Tennessee Valley Authority (TVA).
On January 11, 1964, Charles married Drucilla Davis. Raising three daughters together, he demonstrated the role of a husband to love, honor and cherish. The memories and legacy they created together will be remembered by everyone honored to know him.
A member and deacon of First Baptist Church of Knoxville for over 50 years, Charles was known for his commitment to service and his faith. He is especially remembered for his smile and gentle words with children and young families who needed a helping hand or a word of encouragement.
Charles was a loyal UT Vols and Lady Vols fan. He supported them rain or shine! His love of family was reflected in his love of genealogy. In his later years, Charles spent time retelling his life stories in written word. He spent hours reading history books and novels, finding escape in stories of war heroes and spies. Charles will be remembered for his warmth, compassion, witty humor, and quiet strength.
Charles was preceded in death by his beloved wife, Drucilla, his parents, Malcolm and Ima Ragsdale, and by his brothers and sisters in law, Malcolm and Tommye Ragsdale and Howard and Billie Ragsdale.
Charles is survived by his daughters and sons-in-law, Stephanie Anne (Crit) Parrott, Jenny Pearl (Iain) Brackstone, and Rebecca Ruth (John) Bowie; grandchildren, Ashley (Dennis), Kristin (John), Alex (Katie), Ben, Meredith, Paige, Anna, Cassie, and Austin Charles and by many nieces and nephews.
Family and friends will gather for a graveside service Wednesday, July 9, 2025, at Woodlawn Cemetery, 4500 Woodlawn Pike, Knoxville, TN for an 11:00 AM graveside service officiated by Rev. Stephanie Parrott. In lieu of flowers, donations may be made to Susannah’s House (www.susannahshouse.org), 923 Dameron Ave., Knoxville, TN 37921.
