Richard was a graduate of the School of Business at Howard University. He was in the Economic Development industry for the City of Las Vegas.
Richard is survived by his wife, of 49 years, Anne W. Blue; daughter, Bridgette Blue Laney; son, Richard B. Blue III; cousin, Thornton Brown IV; and grandchild, Bella S. Laney.
Richard was a member of Kappa Alpha Psi Fraternity, Las Vegas Alumni Chapter.
Friends and family can pay their respects at the memorial service from 10:00 - 11:00am on Monday, August 20 at Our Lady of Las Vegas Catholic Church, 3050 Alta Drive, Las Vegas, NV 89107.
