Debra Sue (Obermueller) Pester of Lincoln, age 69, passed away on March 21, 2024, due to complications from a health issue. Debra was the daughter of Victor & Marjorie Obermueller of Lincoln, NE. She was born on December 3, 1954. Debra had a brother, Douglas (Cathy) Obermueller. Debra graduated from Lincoln High School, class of 1973, in the upper 3% of her class of over 700 students. Debra married her beloved husband, Bruce Pester, on May 6, 1978.
Debra and Bruce had two wonderful daughters and sons-in-law, Stefani (Alan) Grell and Amanda (Nick) League. It was a huge source of pride for Debra that her girls both attended the University of Nebraska and graduated with Bachelor’s Degrees in Criminal Justice. Both Stefani and Amanda work for the Federal Government. Debra had one precious and beloved Granddaughter, Raegan Grell, who was the delight of her and Bruce’s life.
Debra worked for the Nebraska Secretary of State’s Business Services Office for 27 years, completing her service with that office as Deputy Secretary of State. During her tenure at the Secretary of State’s Office, Debra was a member and officer for IACA (International Association of Corporate Administrators) and the (NASS) National Association of Secretary of State’s, Notary Section.
Many times Debra would ask attendees at conferences: “What is so uniform about the Uniform Commercial Code? The correct answer was next to nothing and the quest quickened for State officials to standardize U.C.C. Statutes across the U.S.” Debra was appointed the first section chair of the U.C.C. Secured Transaction Section (STS) at IACA in the mid 1990’s. Debra worked tirelessly with UCC Administrators across the country in the late 1990’s to 2000, to make provisions nationwide for the implementation of U.C.C. Revised Article 9 as to forms used for filing liens, searching U.C.C. records, transitioning filings from local county offices to State Central Filing venues, but realizing that fees would never be standardized due to many wide and varied standards for funding of other programs in many states. Debra was asked to speak on the topic of U.C.C. (Uniform Commercial Code) and Notarization at many venues across the U.S. and Canada, and locally to the County Clerks/Register of Deeds offices in Nebraska, as well as associations of bankers, title companies, agricultural entities, etc. Debra and the U.C.C. Administrator from Oregon were asked to travel with an international group who met in Amsterdam near The Hague to begin discussions on making electronic notarizations, and creation of apostilles and authentications electronically for international adoption and certification purposes in 2005. Upon passage and implementation of U.C.C. in Nebraska, Debra borrowed a phrase from President Reagan and she would tell conference attendees (proudly): “I’m from the government and I’m here to help.”
Debra also worked for the State Department of Administrative Services, Human Resources Office, for 10 years prior to retirement from State service. Debra then began a new career path by briefly working for the Federal Government.
Survivors include: husband, Bruce; daughters, Stefani (Alan) Grell and Amanda (Nick) League; brother, Douglas (Cathy) Obermueller; sisters-in-law: Shirley (Richard) Baack and Sharon (Stan) Plautz; brother-in-law, Wayne (Laura) Pester; many nieces, nephews, and cousins. Preceded in death by: parents, Victor & Marjorie Obermueller; father and mother in-law, Donald & Esther Pester; and many other relatives and friends.
Visitation of memories will be Tuesday, March 26, 2024 from 5:00 to 7:00 pm at Lincoln Memorial Funeral Home. 6800 S 14th St. Lincoln, NE 68512. A memorial celebration of life will be Saturday, April 27, 2024 from 4:00 PM - 7:00 PM at the Denton Community Center at 7115 Lancaster Ave, Denton, Nebraska. The family wishes memorials to St. Jude's Children's Hospital and the American Lung Association.
