Born in Hillsville on June 24, 1943, he was the son of the late Elmer Preston Parnell and Eulalia Easter Parnell.
Kelly retired from Lynchburg City Schools after 45 years of dedicated service. He taught for many years at E.C. Glass High School and previously at Heritage High School. A proud Virginia Tech graduate, he earned his bachelor’s degree in 1967 and later his master’s degree in 1977.
He faithfully served his country in the United States Marine Corps and was a devoted member of Chestnut Hill Baptist Church. In his leisure time, Kelly enjoyed fishing and attending Virginia Tech football games, cheering on the Hokies with enthusiasm.
He was preceded in death by his wife, Sandra Dalton Parnell, and his son, Timothy H. Parnell.
Kelly is survived by two sons, Patrick K. Parnell (Barbara) of Lynchburg and Jamie P. Parnell (Jessica) of Christiansburg; six grandchildren, Cobe, Kellen, Lane, Andy, Ashley and Michael; three great grandchildren, Makayla, Sylas and Piper; two brothers, Johnny Parnell of Vinton and Dennis Parnell of Marion; and his sister-in-law, Julia Frazier (Don).
A service celebrating his life and faith will be held at 6:00 p.m. on Friday, November 21, 2025, at Chestnut Hill Baptist Church, with Pastor Ian McManamey officiating. The family will receive friends for one hour prior to the service at the church.
A graveside service will be conducted at Gardner Memorial Cemetery in Hillsville.
