

Lee was born in Charleston on April 16, 1944, to the late Donald and Margurette Kelly Proctor. He was a retired Foreman with the City of Charleston for over 25 years of service. He was a US Army Veteran and a lifelong member of DAV (Disable American Veterans). He was also a member of Riverview Gospel Tabernacle.
He is survived by his loving wife of 62 years, Janice Proctor; daughters, Sandra Stiltner of Charleston and Monica Stanley of Yawkey; grandchildren, Crystal Ayers, Danny Proctor, Damion, Rashell and Elizabeth White; great-grandchildren, Azlyn, Ben, Viv and Amelia White; nieces, Kristie, Kaitlyn and Bailey Pressman and Amy Proctor; nephew, Todd Levowskie; sisters, Loquita Cornett and Regina Proctor both of Charleston; brother, Arlie Proctor of Kenna.
Funeral Services will be held at 12:30 p.m. Thursday, June 5, 2025, at Stevens & Grass Funeral Home, Malden, with Rev. Jerry Vance officiating. Burial with military rites will follow at Donel C. Kinnard Memorial State Veterans Cemetery, Dunbar.
A visitation with family and friends will be held one hour prior to the service.
