

Along with his mother and sister, Oscar moved to Austin, Texas in the summer of 1948 where he enrolled at Austin High School. While a sophomore, Oscar worked as a sacker at Checker Front Grocery Store. He graduated from Austin High in 1951. After graduation, Oscar took a job at American National Bank in downtown Austin. He took classes through the American Institute of Banking and successfully worked his way up the banking ladder. At about this same time, Oscar joined the Texas National Guard. He was honorably discharged from the Army National Guard of Texas and as a Reserve of the Army on October 28, 1962.
Oscar met Catherine Cottingham in 1955 and they were married on May 26, 1957 at First English Lutheran Church in Austin. Oscar and Catherine had two children, Jan and Charles, both born in Austin. The family moved to Kingsland, Texas in 1974 when Oscar became Vice President and Secretary to the Board of Directors at Highland Lakes National Bank in Kingsland where he worked for 30 years. After retiring in 2003, Oscar and Catherine moved to Marble Falls. During retirement, Oscar volunteered at the Helping Center in Marble Falls for 15 years. Oscar and Catherine were also very active members and volunteers of St. Peter’s Lutheran Church, Marble Falls. Oscar was a lifetime member of the Lion’s Club.
Oscar is predeceased by his wife Catherine, as well as his father Oscar William Richter, Sr., his mother, Adele Kunz Richter, and his sister, Adeline Richter Flynn.
He is survived by his daughter, Jan Hopson and husband William, Horseshoe Bay and son, Charles Richter, Austin. He is also survived by his niece, Sharon Luedecke, Thorndale and nephew Mike Flynn, Frisco, as well as several cousins.
In lieu of flowers, the family asks that memorial contributions be made to St. Peter’s Lutheran Church, Marble Falls, the Helping Center, Marble Falls, or Meals on Wheels.
