

Born in Spartanburg, South Carolina, to the parents of William C. Foster Sr. and Roberta Godley Foster, Mr. Foster attended Clemson University and graduated from Wofford College with a B.S. in Psychology. He received his M. Ed in Special education from Augusta College. He was a Vietnam Veteran, U.S. Army infantry Lieutenant assigned in 1968. After his discharge he became a teacher and subsequently employed 32 years at the Mental Health Center of East Central Georgia as Director of Developmental Disabilities. After his retirement he served as Director of the Berry Center and is Board President of St. Stephens Ministries.
Mr. Foster was an active member of the Rotary Club of Augusta and a devout member of the Church of the Good Shepherd Episcopal Church. He was a noted sports enthusiast, all sports, an avid tennis player and golfer himself.
Affectionately known by all as Carroll, he was a devoted family man and friend by all who knew him. Survivors include his wife, Cheryl Mushet Foster, children, William C. Foster III, Meredith Foster Hawk (Rusty) and grandson Hayden Russell Hawk.
A celebration of life will be held at 11 a.m. on Thursday, April 26, 2018 in The Church of the Good Shepherd Episcopal Church. The family will receive friends afterwards in the Parrish Hall.
