

Richard H. Carter, age 88, passed away peacefully on November 26, 2025, in Merced, California. He was born December 28, 1936, in Oakdale, California, where he grew up valuing the Catholic faith that shaped his life’s character and career. After his marriage to Marceline, Richard made Merced his home in 1956.
Richard enjoyed a dedicated career of 43 years with Pacific Bell and AT&T, where he was known for his professionalism, steady presence, and commitment to helping others stay connected. His work reflected both his technical skill and his genuine care for people.
Richard was an Amateur Radio operator and an active member of the Turlock Amateur Radio Club. During the years that Castle Air Force Base operated, he volunteered with the Military Auxiliary Radio System (M.A.R.S.), supporting the U.S. Air Force by providing essential communication assistance during emergencies when traditional systems failed.
He was also a proud member of the AT&T Pioneers, Golden Bears Chapter, the Communications Workers of America (CWA), and the Merced County Genealogical Society.
Richard enjoyed fishing, camping and discovering the natural beauty and wonders of our state and national parks.
Richard is survived by his devoted wife of 69 years, Marceline G. Carter; his daughters, Priscilla J. Stipanovich (Robert) and Pamela J. Carter (Mark Kramer). He was the beloved son of Richard H. Carter, Sr. and Elizabeth Roberts, and the grandson of Herbert T. Carter and Rose Elizabeth Carter.
He will be remembered for his gentle spirit, his dedication to service, and the love he held for his family.
A Celebration of Life will be held privately in Merced, California at a future date.
