

She was born in Lamesa, Texas on September 28, 1940, to her parents Robert Donnell and Marion Proctor Donnell. She graduated from Midland High School and attended Baylor University. She was married to Arthur Ernest Franklin on June 12, 1959. She and Art moved to Kermit in 1959 where they started their family.
Her survivors include Jayna Kaye Hobby and David Hobby of Midland, Robert Kirk Franklin of Lubbock; grandchildren Bethany Kate and Kyle Freidenbloom, Preston Kyle Sample, Hanna Teresa Franklin and Susan Elizabeth Franklin; a sister Roberta Stripling and her husband Paul Stripling and numerous nieces and nephews.
She is also survived by the LOL's (Little Old Ladies), her closest friends who she enjoyed many things with, such as going out to eat, playing cards, and attending the theater.
Billie never hesitated to put others before herself and her passion for life was contagious to those around her. Her gentle and loving spirit will be greatly missed.
Family will receive friends on Tuesday, December 3, 2013 at Ellis Funeral Home between the hours of 6:00pm and 8:00pm
A memorial service will be held on Wednesday, December 4, 2013 at 2:00 at First Baptist Church in Midland, Texas.
