

Cecil was born on August 4, 1938, in Tsingtao, China the son of Cecil A. Broome, Sr. and Sonia Solovey Broome. He was raised in China, where during World War II he and his parents were held prisoners at Weihsien Prison Camp in China. Cecil moved with his parents to the United States in 1949. He graduated from Maury High School in Norfolk, Va. and received a Bachelor of Science degree from Liberty University in Lynchburg, VA. He served in the USAF for four years and was stationed in Orlando, Fl. where he served in the 446th Bombardment Squadron, in the Strategic Air Command located at McCoy AFB. It was here that he met his wife of almost 64 years, Joyce Russell Broome by whom he is survived. They were married in Norfolk, Virginia in 1961. Upon his discharge from the United States Air Force, he joined the Virginia Army National Guard, where he received a commission as a Second Lieutenant after completing Officer Candidate School. He served in various Command and Staff positions in the US Army, Army Reserve, and Army National Guard. He retired as a Colonel in 1998. His civilian occupation was with the Department of Defense, as Aircraft Branch Supervisor, of the Commercial Aircraft Rework Department of the Naval Air Systems Command located in Maryland. He later became the Weapons Systems Manager (WSM) for various types of Navy and Marine Aircraft which were managed by NAVAIR. After his Civil Service retirement from the Naval Air Station, Patuxent River Maryland, he moved to New Bern North Carolina, with his wife, who also retired from NAVAIR. During both his military and civilian careers, he received various Army and Army National Guard military awards and citations, as well as in his US Civil Service career.
Cecil was predeceased by his parents. He was an active golfer and sportsman all his life. He was a member of the Masons, the Scottish Rite, the Shrine, the East Carolina Salt Water Fishing Club, MCAS Cherry Point Skeet Club, Military Officers Association, Craven County Law Enforce Officers Associations, American Legion, and Taberna Country Club.
A military service will be held at the Lakeside Chapel at Greenleaf Memorial Cemetery at 11:00 am on Monday, June 16, 2025.
