She is predeceased by her parents, Vause and Eva Gaskins; husband, William Phillips; daughter, Phyllis Phillips Gaskins, and her brother Daniel Gaskins.
Her survivors are her daughter, Yvonne Phillips; sister, Alma Hill; grandchildren, Philip Gaskins and Gina Purifoy; great grandchildren, Alivia, Hailey, Lucas, Benjamin and Lily Ann, several nieces and nephews.
A visitation for Frances will be held Friday, September 29, 2023, from 12:00 PM to 1:00 PM at Cotten Funeral Home. Following the visitation will be a graveside service at 1:30 PM at Lakeside Chapel-Greenleaf Memorial Park.
