

Senior Chief Fernando Senior Chief Fernando Deblois Delumpa, United States Navy, Retired, died August 21, 2013. “Fred,” as friends fondly called him, was born July 14, 1925 in Silay City, Negros Occidental, Philippines. He was predeceased by his father, Benedicto Delumpa, his mother, Arcadia Deblois Delumpa, seven siblings, and his wife, Rosalia Vidal Delumpa. Fred was in Manila after the liberation of the Philippines from the Japanese occupation in 1944. He joined the Manila Police Department thereafter. He served the Manila Police Department with honor and integrity until 1953 when he enlisted with the United States Navy at Sangley Point. He served with great pride and honor for thirty years and retired while assigned to the Disbursing Office at Naval Amphibious Base, Little Creek, Virginia Beach, Virginia.
Fred was a member of St. Pius X Catholic Church and faithfully served the church’s ministries as a Lector, Eucharistic Minister and President of Fil-Am St. Pius X for many years. His association with the Fil-Am and many church friends was a source of joy during his lifetime. He was a member of the Knights of Columbus and an avid gardener. Fred is survived by his loving daughters, Leticia Delumpa Borden (husband James) of Wakefield; Lisa Delumpa Harkins (husband Wilson) of Arlington; Grace Delumpa Jackson (husband Alistair) of Seattle, Washington; Rose Vidal Delumpa of Virginia Beach; and his seven special grandchildren who brought him much happiness: Joshua Tyler Borden, Zachary James Borden, Devon Yardley Harkins, Oliver Stewart Jackson, Sophia Vidal Jackson, Natalie Grace Delumpa-Alexander, and Charlotte Rider Delumpa-Alexander.
A Mass of Resurrection will be held at 11 a.m. (eulogies given at 10:45) on Monday, August 26, at St. Pius X Catholic Church, 7800 Halprin Drive, Norfolk, with Rev. Venancio Balarote, Jr. presiding, followed by interment at Woodlawn Memorial Gardens. A reception will be held at Smith & Williams Funeral Home, Norfolk Chapel, 818 Norview Ave., following interment. The family will receive friends from 5 to 7 p.m. with a wake service at 6 p.m. on Sunday at Smith & Williams, Kempsville Chapel, 4889 Princess Anne Rd in Virginia Beach.
