Frank was a Bus Driver for the City of Virginia Beach and a man who loved boating and being on the water.
Frank was predeceased by his brothers, Oliver P. Rooks and James E. Rooks.
Left to cherish the memory of Frank are spouses, Jackie Peters and Joanne Rooks; son, Dan Rooks (Beth); stepson, Paul Miller; stepdaughter, Denise Webb; sister, Kathleen (James); brothers, Thomas Rooks (Barbara), Manning Rooks (Linda), Ross Rooks (JoAnn) and Al Rooks (Rosemary); grandchildren, Olivia Hope Rooks and Mary Catherine Rooks, several nieces and nephews, and a host of friends. Frank will be missed tremendously.
