
Bill was born on March 24, 1927 in Oneonta, the son of Oscar and Neva (Pickard) Foutch. He was later adopted by William C. and Gladys Higgins. On October 12, 1947, he married Marjorie Coons in the First Presbyterian Church of Oneonta, officiated by Dr. Boyd McLeary.
Bill proudly served his country as a Corporal in the United States Army, 88th Division, during World War II. He was stationed in Italy and Greece during his tour and received an honorable discharge in 1947. In his early years after the war, Bill worked as a boilermaker on the D&H Railroad. In 1952, he began working at NYSEG in the line department as a heavy equipment operator. He continued working there until his retirement in 1987 after 35 years.
He attended Oneonta High School and was a member of the First Presbyterian Church of Oneonta. He also belonged to the Quarter Century Club of NYSEG, and had been a member of the Oneonta Country Club for many years.
Bill is survived by his loving wife of 64 years, Marjorie Higgins of Oneonta.
He is also survived by his brother, Harold (Harriet) Foutch of Asheboro, North Carolina; his sister, Joan (Gilbert) Henry of Candor, New York; his sister-in-law, Trudy Colvin of Bloomville, and several nieces, nephews, and cousins.
Bill was predeceased by his brothers, Oscar Foutch and his wife, Kay; Robert Foutch, Gerald Foutch, and Andy Colvin.
In keeping with Bill’s wishes, there will be no public calling hours or funeral services. A private graveside ceremony will be held at a later date and at the convenience of his family.
