

Jim was a man of quiet strength, deep loyalty, and unwavering character. He loved a good conversation or debate, was always a gentleman, but also had a stubborn side. He grew up in a close-knit community, but was always energized by people. James graduated from Wayne High School, where he proudly played football and built lifelong friendships. He later earned his Bachelor’s degree from Wright State University, In Sociology with the same discipline and drive he carried throughout his life. He lived in Daytona for around 40 years and loved the ocean and beach lifestyle.
He worked for Daytona Beach Community College, then later at the Florida Department of Revenue where he spent his career helping others as a Revenue Specialist for Child Support Services.
He retired May 15, 2025 after 29 years of service. Jim always met everyone with a smile, He will truly be missed by all.
Jim was preceded in death by his father, George Bartley; brother, Ken Bartley. Though they are gone, their memory lives on in the stories, love, and legacy they shared
He is survived by his devoted stepmother, Yukiko Bartley; his brother, Daniel Bartley; sister Cathy Gilligan and his beloved nieces, Shannon and Renee, who remember him as both a steady presence and a source of wisdom and quiet encouragement.
A memorial service to honor Jim’s life will be held on
Saturday, September 20th at 2:00 PM,
with inurnment to follow at:
Volusia Memorial Funeral Home and Memorial Park

Ormond Beach, Florida
Jim will be remembered not only for his achievements, but for the kindness, humility, and resilience he carried through every chapter of his life.
