

He was born January 12, 1948 in Pekin to Raymond Earl and Ruby Helen (Fornoff) Garber, Sr. His parents preceded him in death.
Surviving are two brothers, Ronald (Mary) Garber and Raymond (Wilma) Garber, Jr., both of Pekin and one sister, Diane (Jerry) Monterastelli of Trivoli.
He received his Master's degree from Illinois State University and had served in the Illinois Army National Guard.
He was a guidance counselor for the Oregon (IL) School District for more than 20 years, last working on Monday, March 25, 2013.
He was a member of Holy Cross Lutheran Church in Peoria where he had served as a church Elder and had been on the church council. Richard enjoyed his duties at the church and his work counseling children.
His funeral will be at 10 a.m. Saturday, April 6, 2013 at Holy Cross Lutheran Church. The Rev. Douglas O. Handrich will officiate. Visitation will be from 5 to 7 p.m. Friday at Preston-Hanley Funeral Homes & Crematory in Pekin, and also from 9 to 9:45 a.m. Saturday at the church. Burial will be in Glendale Memorial Gardens in Pekin.
