He was born June 23, 1965 in Fargo, North Dakota to James and Sheela (Helfeld) Hemmer.
Surviving are his father, James (Deb Smith) Hemmer of Pekin; one brother, Todd (Jennifer) Hemmer of Pekin; one niece, Kadryn Hemmer of Pekin; and two daughters, Amber Hemmer and Savannah Hemmer, both of Normal.
He was preceded in death by his mother, Sheela; and grandparents, Kenneth and Janice Hemmer and Elmer and Delores Helfeld.
Troy was a 1983 graduate of Moline High School.
He was blessed with two beautiful daughters, Amber and Savannah that he loved very much. He had a love for classic cars, music, and was an avid Chicago Bears fan.
His funeral will be at 3 p.m. Saturday, December 28, 2013 at Preston-Hanley Funeral Homes & Crematory in Pekin, where visitation will be one hour before the funeral. Cremation will be accorded following the funeral.
