He was born March 12, 1944 in Pekin to Frederick "Fritz" and Florence (Hogan) Kellogg.
Surviving are one son, W. Scott (Georgia) Kellogg, M.D. of Saint Simons Island, Georgia; one daughter, Kimberly S. (Brian) Benassi of Pekin; six grandchildren, Creighton Kellogg, Davis Kellogg, Alexandra Kellogg, all of Saint Simons Island, Brianna Benassi, Bo Benassi and Bella Benassi, all of Pekin and two sisters, Karen (James) Brady of Pekin and Sally (Ed) Spiesz of North Ridgeville, Ohio.
He was preceded in death by his parents and his aunt, Beatrice Irene Hogan, who had helped raise him.
An avid golfer, Scott was the superintendent of golf for Pekin Park District at Lick Creek and Parkview Golf Courses for many years.
Private family services will be held with the Rev. Terry C. Edele officiating. Burial will be in Glendale Memorial Gardens in Pekin. Arrangements have been entrusted to Preston-Hanley Funeral Home, Pekin Chapel.
