

Billy was born and raised in Vilonia, Arkansas until enlisting into the United States Air Force at the age of 18 after having a successful track career in high school. Billy traveled all over the globe, first being stationed in Japan and finishing his 20 year long military career in Radio Operations in mobile units and fixed stations. With a presence in the Persian Gulf War, Billy spent his final years stationed at Hurlburt field.
After retiring, Billy’s hobbies included inshore fishing, coaching youth sports, spending time with his granddaughter, and going to car shows as a participant enthusiast. He was a member of Bad Boys car club, as well as Cars and Coffee. Billy was a beloved father, grandfather, brother, coach, mentor, and friend. He loved with all his heart and was loved back unconditionally by everyone around him.
Billy is preceded in death by his mother Kathy, and survived by father, Bill Fisher, his sisters Cheryl Coonts, Angela Nicholas, Sandy Wise, Billie Jean Ruiz, Vanessa Lanter Avalos, and Linda Kessler. Significant other Marian Morton, son Cory Lanter, daughter Crystal Morton, and granddaughter Macee Morton.
Visitation for Billy will be on Wednesday, November 9, 2022 at Oak Lawn Funeral Home from 11:30 am - 12:30 pm. With Graveside Service at 1:00 pm at Barrancas National Cemetery. A Reception will be held following Graveside at Billy's home.
