She was born January 18, 1936 in Princeton to Charlie L. and Alice (Desmond) Starr, she married Roger C. West on March 29, 1988 in Bend, Oregon. He passed away October 14, 2017. She was also preceded in death by her parents.
Fran is survived by her sister, Rae Starr Miller of Walnut Creek, California; two nieces, Sara Miller, Ph.D. of Oakland, California and Ann McCray, D.O. of Melbourne, Florida.
Fran received her Bachelor’s Degree from Illinois State University and her Master’s Degree from the University of Illinois.
Following a teaching career in Peoria at Kellar and Whittier Schools, followed by Princeton, Illinois, she joined Caterpillar, Inc. in 1968. Following various assignments, she retired as a Labor Relations Manager at the Mapleton Foundry in 1998.
In accordance with her wishes cremation has been accorded and there will be no services.
