

Dinh was born on March 13, 1949, in Long Xuyen, Vietnam. Born into an impoverished family, he turned to education in an attempt to change his life. He passed the International Baccalaureate exam in 1967 and was sent to the Officer Candidate School in Newport, Rhode Island for naval training. From 1969 until 1975, he served in the Vietnam War as a Second Lieutenant in the Republic of Vietnam Navy. After the fall of Saigon, he was imprisoned by the Communists from 1975 to 1979 in their re-education camps. Under supervised release, he joined the two million boat people who fled Vietnam in search of freedom. His arduous journey led him to a refugee camp in Hong Kong, and he eventually resettled in New York in 1980.
He met his wife, Anh Vo, in Lewisburg, PA; they married on August 13, 1983. He attained his BS in Electrical Engineering at Trenton State College in 1985. Dinh and Anh had two children: Hoang Anh Levo and Tuan Anh Levo. He moved his family to Lorton, Virginia in 1990. He joined the US Patent Trademark Office in 1993 and continued to work there until 2023. He is survived by his wife Anh Vo; his daughter Hoang Anh Levo; his son Tuan Anh Levo; and two granddaughters.
A visitation for Dinh will be held Saturday, June 24, 2023 from 10:00 AM to 1:00 PM at Cook-Walden/Capital Parks Funeral Home, 14501 North Interstate 35, Pflugerville, TX 78660. A funeral service will occur Saturday, June 24, 2023 at 1:00 PM, with a committal service to follow at Cook-Walden Capital Parks Cemetery, 14501 North Interstate, Pflugerville, Texas 78660.
