Charles Edward Hill

Our beloved father, Charles Edward Hill, age 91, of Phoenix, AZ, passed away peacefully at home surrounded by his family on November 13, 2025. Born on June 9, 1934, in Fort Scott, Kansas, to Charles Hardin and Catherine Lucille Allen Hill, he was a devoted husband to JoAnn for 44 years, a loving father to Kathy (Leonard), Jennifer, Allison, and Stephen, and a proud “Papa” to his one and only granddaughter, Amelia.

Charles attended Humansville High School in Humansville, Missouri, followed by the University of Missouri, where he earned both a Bachelor's and a Master's degree in Public Administration. He served in the Army as a 1st Lieutenant in an artillery unit, then dedicated his career to public service, serving as the Director of Budget and Research at the City of Phoenix for nearly 30 years. Charles’s curiosity and sense of adventure led him to travel around the world with his beloved wife, JoAnn, and he was passionate about hot-air ballooning, serving a term as Commander of the Arizona Balloon Club.

A visitation will be held at All Saints Lutheran Church, located at 15649 N 7th St, Phoenix, AZ 85022, on December 1, 2025, starting at 10:30 am. The funeral service will follow at the same location at 11:00 am.

A graveside service is scheduled at the National Memorial Cemetery of Arizona, 2929 E Pinnacle Peak Rd, Phoenix, AZ 85024, on December 1, 2025, at 1:00 pm.
