

Rick, son of Richard Franklin Counts Sr. and Phyla Annette Wallington Counts was born in Cleveland, Ohio on July 7, 1940. He passed peacefully in his sleep December 18, 2022. He is survived by his loving children – Laura (Meyers), Tod, Christine (Ruminer), Sara (Lioni), Victoria, Jennifer (Larson), Jill (Burke) as well as his sister: Karen Annette Counts (Bill) Etienne, 20 grandchildren, numerous nieces and nephews; predeceased by his wife: Frances Patricia Faulkner Counts, sons: Mark and Fred, brother: Jon Douglas Counts (Jon is survived by his wife Maureen).
Rick spent his early life living in Bay Village, Ohio. He loved games and sports and participated in Scouting and many activities. He graduated from Bay High School in 1958 where he had excelled in academics and track. He attended Williams College in Massachusetts where he was a member of Phi Delta Theta Fraternity and the Track Team, he also attended the University of Chicago School of Law where he obtained a Law Degree.
Rick had a lifelong love of family, sports and his favorite teams. Rick and his family moved to Phoenix in 1973. His career started with the City of Chicago Planning Department, he moved to Arizona and was the Planning Director for the City of Phoenix, then he owned his company "CSC Counts Planning" and was often called upon for his expert testimony. He will be laid to rest alongside his beloved Fran at Holy Sepulchre Cemetery in Chicago. A viewing service will be held January 3, 2023 from 1pm to 5pm at A. L. Moore-Grimshaw Bethany Chapel in Phoenix, AZ.
