

Billy was born on October 15, 1947, in Pittsburgh, Pennsylvania, and grew up in the Greenfield neighborhood. He attended St. Rosalia Grade School and graduated from Central Catholic High School. After high school, he earned his bachelor’s degree from Point Park College and later attended Duquesne University, where he received two master’s degrees — one in Counseling and one in School Psychology.
Billy dedicated his entire career to serving as a school psychologist. His work involved conducting psycho-educational evaluations for students experiencing academic or behavioral challenges. He was also a valued member of the School Mental Health Team, which included consulting with psychiatrists to identify and support students with social and emotional needs requiring special education services. Billy was deeply respected by his colleagues, school staff, students, and the families he served.
Beyond his professional life, Billy lived fully and passionately. He enjoyed swimming (having competed in high school and at local recreational pools), loved to read, and was an avid music fan — with Bruce Springsteen holding a special place as his favorite artist. He traveled extensively throughout the U.S. and abroad, and was known for his thoughtful and spirited discussions about current political events. A lifelong Steelers fan, Billy also had a tremendous love for animals and was a generous supporter of rescue organizations, adopting many dogs from shelters over the years.
Billy is survived by his sisters Diann (Wall) Gillett, Mary Kathleen Wall, Nancy (Wall) Moniger, his brother James Wall, nieces, nephews, and dear friends.
Funeral arrangements are not yet finalized.
In lieu of flowers, the family requests that donations be made in Billy’s memory to Upbeat Equine, a nonprofit equine psychotherapy program that provides mental health treatment for individuals coping with PTSD, anxiety, depression, and other mental health challenges.
