Dallas was born November 2, 1935 in Bartlett, Nebraska to John and Hilda (Mumm) Taggart. The family moved to Portland when he was a young man in 1948. He graduated from Jefferson High School at age 16. He joined the National Guard in 1951 and in 1955 he joined the Army, serving honorably in the 82nd Airborne during the Korean War era. On July 9, 1960 he and Loretta Greisen were united in marriage in Portland. In 1961, Dallas, on his 26th birthday, joined the Portland Police Bureau. Among his accomplishments were Officer of the Year in 1982 for exemplary performance of his duties, and he was an accomplished marksman and shooting instructor at the academy. He retired in 1991 as a Sergeant, having served his city in auto theft, homicide, and several other departments. He had been involved with the Sunshine Division, which provides food and clothing assistance to families in need, and he continued his involvement with the agency in retirement. He also visited Honduras on a rebuilding mission after a natural disaster.
Dallas was known as a tinkerer and jack-of-all-trades, skilled in woodworking, leatherwork, welding, auto repair and restoration, and home DIY projects. Anyone who visited the house asking to borrow a tool would more than likely also have a skilled volunteer by their side, as Dallas was always eager to help his friends and neighbors with their projects. He collected coins, and was a member of the Cameo Club for enthusiasts of the Chevy truck model, and traveled to car shows with them.
He is survived by his wife of over 55 years, Loretta Taggart of Milwaukie;
Children Glenn Taggart and wife Nancy of Milwaukie,
Brian Taggart and wife Theresa of Damascus,
Randy Johnson and wife Karen of Portland,
Lynn Bolhuis and husband John of Redwood City, CA
and Karen Taggart of Vancouver, WA;

and by numerous nieces and nephews.

Dallas will be laid to rest with honors in private services at Willamette National Cemetery.
A Celebration of Life will take place on Saturday, January 9, 2016 at the Milwaukie Community Center, 5440 SE Kellogg Creek Drive (North Clackamas Park), from noon to 3:00 pm. The family will say a few words to honor Dallas' memory at 1:00PM.
The family would welcome donations in his name to The Portland Police Bureau Sunshine Division, 687 N. Thompson Street, Portland, OR 97227.
