Bill was born and raised in Portland, OR. He went to Kennedy Grade School, Grant High School, Willamette University, and Lewis and Clark Law School. He practiced law for a while, however, he struggled with his disability. Bill had many hobbies including reading, civic work, and religious studies. He enjoyed football, family time and going on walks. He loved his life at home. Bill had a big enough heart for all the people in Portland.
