Born in Providence, he was a son of the late Arthur F. and Mary Margaret (Devin) McGowan.
Joseph worked as a Painter at Woman and Infants Hospital for many years. He was a member the of District 1199 New England Healthcare Employees Union.
He leaves two sons, Joseph P. McGowan, Jr., of Cranston, and Jason M. McGowan and his wife Jessica L. McGowan, of Cranston, three brothers, Charles M. McGowan, John McGowan, and Daniel A. McGowan, four sisters, Joanne McGowan, Margaret E. Burke, Mary T. McGowan, and Eleanor Pistocco, and six loving grandchildren, Caitlyn, Jaden, Cameron, Caleb, Casey, and Conor McGowan.
